We are not short of talented students.
We are short of seats.

North Carolina has known since 2009 that tens of thousands of students who could succeed in advanced math are not in it. The law written to fix that helps only the students at the very top, and a scoring change then shrank the top to almost nothing.

North Carolina does not have a shortage of students who can do advanced mathematics. It has a shortage of seats, a shortage of teachers to stand in front of them, and ten separate decisions about who is ready, each made by a different body, each using a different definition of the word.

Below are seven things that are all true at the same time. Each one is defensible on its own. Together they explain how the group of students the state guarantees a seat to shrank by 89% without anyone deciding it should, and why nobody can tell you what happened to the rest.

Ten decisions, ten definitions of “ready” Start here That is what the sentence above means. A student passes through ten decisions between fifth grade and a college mathematics class. Each is made by a different body. Each uses a different definition of who is ready. No two in a row agree, and the last one is nobody's job. The long view

None of this is new

Hold measured achievement constant, and access still depends on who the student is. That has been found in every decade since the early 1990s. Each year below links to where it is set out with its citation.

This finding does not keep recurring because nobody noticed the first time. It recurs because nothing in the system is built to catch it. Each study is a one-off, funded by somebody, and when the funding ends so does the measurement.
