The short version
How a state stopped counting the children it had already found
Ask a room of capable adults how many of them are “not a math person” and a lot of hands go up. Ask when they found out, and the answers cluster around the ages of ten to thirteen. Very few of them were tested and told. Most of them were sorted, quietly, and drew the obvious conclusion from where they ended up.
That belief closes doors for the rest of a life. It rules out engineering, nursing, computing, finance, the skilled trades that now run on tolerances and statistics. And in North Carolina it is, for tens of thousands of children, simply false. We can say that with unusual confidence, because the state measured it, wrote it down, and then stopped looking.
Advanced math is not harder math. It is better-taught math.
The advanced track is not the ordinary course at speed. It is the enriched version: stronger teachers, more coherent sequencing, classmates who expect to understand rather than to cope. Students in it often find mathematics easier, not harder, because it is explained rather than drilled.
The sorting starts long before anyone can score their way in. In elementary school, children labelled academically gifted receive enrichment that other children do not. That enrichment is good preparation for scoring well in middle school mathematics, which is what qualifies a student for the advanced track. The advantage compounds, and by seventh grade it looks like ability.
In 2009 we found out how many children this was missing
North Carolina had bought EVAAS, a professional analytics system, from SAS, for every school in the state. Among other things it estimates each student's probability of succeeding in a course they have not yet taken. The NC Association of School Administrators asked SAS to compare that against who was actually being placed.
In one grade, in one year, 42,144 seventh graders had a 70% chance or better of succeeding in 8th grade Algebra. Fewer than half were allowed to take it. 23,474 were not. Of those who were let in, 95.9% went on to score proficient. The prediction was not optimistic. It was right.
Where schools acted on it, it worked. Edstar spent two years with Wake Forest-Rolesville Middle School through Wake County's Closing the Gap school improvement teams. The school was not withholding algebra from children it had judged and found wanting. It had one 8th grade algebra class, with about twenty-five seats in it, and had never asked whether more than twenty-five students would qualify. The recommendation process existed to fill the seats that existed. When the school looked at the projections instead, it found far more students who could do the work than it had places to put them.
Where schools did not act on it, a high-scoring child needed an advocate. A parent who knew to ask, a minister, a cousin who taught mathematics. One child at a time, and only where somebody knew the door existed. We know how unevenly that worked, because one district kept the paperwork. Among top-scoring students who had been recommended for the lower track, 83% of Asian families and 44% of white families signed the form that overrode the recommendation. Twenty per cent of other minority families did. No Black family did, not once.
Two things the data said that nobody expected
First, the students who gained most were not the very top. Children at the second level were 55 times as likely to reach chemistry and physics if they were tracked high, against three times for the top group. The students with the most to gain were the ones most likely to be left out.
Second, the advanced classroom was never the pure meritocracy people imagine. In 2017‑18, before any law, 45% of the seats in 8th grade algebra were held by students who had not scored at the top level. They were there on somebody's judgment. There was no rule, and no report.
And the decision was close to final. A student who missed 8th grade algebra almost never joined the advanced high school track later. Wake County checked its own data: honors mathematics was open to students who had not taken 8th grade Algebra I, very few ever enrolled, and none of them took calculus. Nobody had written a rule against it. Nobody needed to.
2018: a law, and then a scoring change that swallowed it
The General Assembly passed House Bill 986 nearly unanimously. Any student scoring at the highest level must be placed in the advanced course next; a seventh grader at the highest level must be given a high school mathematics course in 8th grade; no qualifying student may be removed without a parent's written consent. It is worth pausing on the fact that this needed a law. Imagine legislating that the fastest runners be allowed on the track team.
Fourteen months later the State Board of Education adopted new cut scores and applied them to results already sat. On the high school Math 1 exam the number of students clearing the top level fell from 13,317 to 1,452 in a single year. One in nine became one in sixty-three. Six weeks before the Board acted, the legislature had amended this very section and changed the words “a level five” to “the highest level”, so the entitlement now tracked the new number automatically. Nobody had to decide that fewer children should be in advanced mathematics. It happened as a side effect.
At the other end, four math credits stopped meaning four math classes
North Carolina requires four mathematics credits to graduate. The state's own options chart allows the fourth to be earned outside mathematics: Masonry I and II together, Carpentry, Culinary Arts. The chart prints its own warning that these do not satisfy the community college placement policy. A student can satisfy the state in full, earn the diploma, and be short of what the UNC System requires, having never been told the two were different documents.
This is often defended as being for career-track students, which no longer describes what career and technical education is. The engineering, computing, health science and advanced manufacturing pathways on that same chart demand real quantitative reasoning. Steering those students away from mathematics does not protect them from a subject they will not need. It removes the thing their own pathway is built on.
What nobody can tell you
The point of all of this was supposed to be more students reaching advanced mathematics in high school. Here is the state of the evidence on whether that happened.
Are more students in Honors mathematics?
Nobody counts it. Not the placement report, not the advanced courses report, not the school report cards. The one adjacent figure that is published, Advanced Placement calculus enrolment, is down about 2,000 students since 2016‑17. The fall is entirely in Calculus AB, 10,538 to 8,638, while Calculus BC held flat at about 4,600.
Are fewer students needing remedial mathematics?
The most recent published North Carolina developmental placement rate covers students who entered in 2014‑15. The programme built to fix remediation was repealed in 2025 without anyone establishing whether it worked.
How many graduate without four real mathematics classes?
Unknown, and cheap to find out. Which column of the options chart each diploma came from is already sitting in the course codes on every transcript. Nobody publishes the split.
Do we even have the teachers?
Mathematics has been a designated teacher shortage area in North Carolina every year since 1998‑99. Whether that is why students are turned away has been asked once, in 2020, and not since.
And the tool that found these children is still switched on
This is the part that is hardest to explain. EVAAS did not go away. North Carolina still licenses it, still runs it in every school, and it still produces exactly what it produced in 2009: an individual student's probability of reaching proficiency in a future course, including NC Math 1. A State Board task force spent the summer of 2026 discussing whether to keep it, and concluded that it would.
We are not short of talented students. We never were. We are short of seats, short of teachers to put in front of them, and short of anybody whose job it is to check.
