Every reference document for
“We are not short of talented students. We are short of seats.”
is hosted here under a stable filename, because state URLs move. Files in this directory are never renamed
and never overwritten; when an agency issues a new version, it is added under a new dated filename.
For each document the original URL is recorded as a courtesy (it is allowed to rot), along with the date
we retrieved the file and, where available, an independent Wayback Machine copy.
